  • About The Role

  • Job Purpose:

    Provide operational Health & Safety leadership and subject matter expertise (SME) across CCS operations, supporting safe delivery across retrofit, heating, electrical and office-based activities. 

    The role will oversee day-to-day Health & Safety compliance, CDM requirements, inspections, audits, investigations, risk management and training activities across the business while supporting operational teams to maintain high safety standards. 

    The postholder will act as the business lead for Health & Safety matters, working closely with the Quality function to maintain H&S-related accreditations, monitor legislative changes, identify emerging requirements and ensure appropriate controls, coaching and training programmes are implemented. 

    The role reports to the Head of People & Governance, who retains responsibility for strategic governance, wider compliance activities and business-level reporting. 

    Where formally appointed, the postholder may undertake the role of Principal Designer for designated projects.

     
    Skills/Qualifications:
    • NEBOSH General Certificate or NEBOSH Construction Certificate essential.
    • NVQ Level 5/6 in Occupational Health & Safety Management desirable. 
    • IOSH membership desirable 
    • Good working knowledge of Construction (Design and Management) Regulations 2015. 
    •  Experience working within construction, housing, retrofit, heating, maintenance or social housing environments. 
    •  Experience carrying out inspections, audits and incident investigations. 
    • Understanding of Principal Designer responsibilities desirable. 
    • Experience supporting accreditations and compliance frameworks. 
    • Knowledge of UK Health & Safety legislation and emerging regulatory requirements. 
    •  Experience supporting training, coaching and competence management. 
    • Experience working within ISO management systems desirable (ISO 9001 / ISO 14001). 

    Key Responsibilities
     
    Health & Safety Leadership & SME Support  
     
    • Act as the operational Health & Safety Subject Matter Expert (SME) across CCS.
    •  Provide practical advice, guidance and support to managers, supervisors and operational teams.
    • Promote a positive safety culture and encourage proactive reporting of hazards, unsafe acts, near misses and improvement opportunities.
    • Support managers with implementation of safe systems of work and practical risk controls.
    • Issue safety communications, lessons learned, toolbox talks and operational guidance.
    •  Work closely with the Head of People & Governance on emerging risks, significant issues and improvement opportunities.
    • Compliance, Accreditations & Regulatory Management
    •  Support and maintain Health & Safety accreditations and compliance requirements in partnership with the Quality team.
    •  Monitor changes to legislation, Approved Codes of Practice, industry guidance and emerging requirements affecting CCS operations.
    •  Identify future compliance obligations and support implementation planning to ensure ongoing readiness.
    •  Assist with development and updating of company procedures, standards and controls to reflect changing requirements.
    •  Ensure emerging risks and legislative changes are incorporated into coaching, awareness programmes and training plans.
    Support external audits, accreditation assessments and compliance reviews. 


    CDM Compliance & Pre Construction Support 
    •  

    • Ensure CCS maintains compliance with Construction (Design and Management) Regulations 2015 across all projects.
    • Provide oversight of Construction Phase Plans (CPPs), ensuring they are project specific, current and reflect site risks.
    •  Carry out CDM inspections and monitor construction safety standards.
    •  Support project teams with identification, management and reduction of construction and design risks.
    •  Assist with residual risk management and implementation of suitable control measures.
    •  Support operational managers with inductions, site setup requirements and CDM documentation.
    •  Where formally appointed, undertake Principal Designer responsibilities for designated projects in accordance with CDM Regulations.
    •  Support client meetings, mobilisation activities and pre-construction discussions where Health & Safety input is required.
    •  Provide Health & Safety and CDM support during tender preparation, PQQ responses and bid submissions. 


    Risk Management & Auditing 
    •  

    • Develop and review risk assessments, method statements and safe working procedures.
    • Assist operational teams in identifying hazards and implementing appropriate control measures.
    •  Conduct routine inspections and audits across operational sites, offices and projects.
    • Monitor findings, actions and close-out activities arising from audits and inspections.
    •  Escalate significant risks, trends or concerns to the Head of People & Governance.
    • Support internal, client and external audit activities. 

    Incident Management & Investigation
      • Investigate accidents, incidents, near misses and hazardous events.
      • Lead root cause analysis and implementation of corrective and preventative actions.
      •  Ensure incidents are appropriately recorded and managed through company systems.
      • Ensure completion of statutory reporting requirements including RIDDOR where applicable. 
      • Share lessons learned and improvement actions with operational teams. 

    Training & Competence
     
    •  Maintain oversight of Health & Safety competence requirements across CCS.
    • Support development and delivery of Health & Safety training plans aligned to operational risks and legal requirements.
    • Ensure coaching, awareness activities and refresher training are implemented across all operational areas.
    •  Deliver toolbox talks, workshops, safety briefings and operational coaching sessions.
    •  Work with the Training Team to ensure mandatory training and competency requirements remain current.
    •  Support onboarding, inductions and competence development activities. 
    • Ensure emerging risks, incidents, audit findings and legislative changes are reflected within training and coaching programmes. 

    Supply Chain & Subcontractor Management  
     
    •  Support monitoring of subcontractor Health & Safety performance.
    •  Participate in subcontractor audits, competence checks and compliance reviews.
    •  Work with the Supply Chain team to ensure subcontractor onboarding requirements are maintained.
    •  Escalate poor performance, unsafe practices or compliance concerns where necessary. 
    Stakeholder & Client Support
    •  Attend operational, project and client meetings to provide Health & Safety and CDM support.
    •  Support contract mobilisation activities and project planning meetings.
    •  Assist with tender submissions, pre-qualification responses and client compliance information.
    •  Support accreditation visits, audits and inspections.
    •  Liaise with clients, contractors, consultants, insurers, auditors and regulators where required. 
     
    Premises & General Workplace Safety
    • Support Health & Safety compliance across CCS offices, welfare facilities and workplaces.
    •  Assist with fire safety, workplace inspections and statutory compliance activities.
    •  Work collaboratively with Quality, Environment and wider Governance functions where activities overlap.
    •  Support continuous improvement initiatives across workplace and operational safety performance
